It connected Pljevlja with Foča in Bosnia and Herzegovina, and Prijepolje, Sjenica and Novi Pazar in Serbia. However, construction was never completed on the Montenegrin section of the road. Regional road R-21, running for several kilometres from the Bosnian border at Šula to Gradac, was slated to become part of the M-8 highway.
